How do they prevent riots in Philly? (relevance: 3)

They grease lamp posts with Cisco...WTF?? In preparation for a Phil. NFC win and a possible riot, they grease lamp posts. I can think of a few things Crisco might be used for...but riot prevention would not be one of them.
