Did he rate someone and not received a rating in return?
That can set off the ANA imbalance leading to a negative rating in compliance

2 options I can think of. - As mentioned above, check the Other Rarings page. They may have received anonymous ratings in other categories.
- Someone rated them dangerous and very recently (with last 24 hours) either removed their rating or deleted their account.

Since the levels are 1-5, so a -1 (negative one level) should be self explained, move on from that.

Long time no see, as they say.
I would personally stay away from someone who’s in the red with ratings.
Yes, ratings can be plus and minus. Usually a -1 rating comes from someone with a decent level themself who gave out a negative rating. I’d suggest you look at that guys network rating and see what ratings he’s received. You can see who gave him the bad rating, and contact him or her for clarity. As each story has two sides, when I see this situation, I also ask for an explanation FROM the person who has a negative rating.
The other thing that can happen is that the site makes a negative rating because someone was not compliant (failing to respond rate people back, or messing with postings that are against the site rules). That stuff usually shows up on the person’s home page, in the yellow box next to their photo. You can click there for details.
