If all else fails I'd recommend taking your baby to TJ. Literally all vets there are a fraction of the price for everything including surgery. Vets in the California are ridiculously priced. If your baby can stand a 2 1/2 hour drive then I'd do that.
Extra tip, there are girls on IG that will pick you up in San Diego and take you to TJ for any procedures. They have medical passes that will get you to TJ and back quicker than driving yourself.
Prayers for your pup. I have 3 frenchies myself, and I know how stressful this can be.

U sure he needs surgery? Confirmed by vet though physical exam? Sometimes dogs get spooked and get a cortisol rush. Cools off in a few days. Mine didn't eat for a day. Just slept in a spot. Then back to normal

He's seen 5 vets and they all say he needs 2 surgeries. He broke his femur
