I suggest you rate people you have met. Read the questions carefully and answer them honestly. Don't lie.
If it was a brief encounter, do 2 second rating. When you have spent more than 2 hours with someone (either one meeting or combined time for multiple encounters), rate again with 2 minute rating.
If they haven't rated you, send them a PM to let them know you rated them and ask for them to rate you back. Give it a week and if they still haven't rated you consider if you want to keep your rating of them or if you want to delete it.
