I want to know who voted for this stupid bill> What. Are. You. Talking. About?
If you are aware of a bill that was passed, or a proposition/referendum that was voted on, and you can't figure out how to find out who voted for it, there is a great resource on the internet that allows you to search for information like this, instead of pissing into the wind about it. I linked it below. Just type in the state senate or assembly bill number, or the proposition number, and then the Enter key or click on Search.
Snark aside, I was able in less than a minute to find some references to a related topic.
First, there was a news story 5 days ago about a state assembly motion to direct the state department of transportation to do another study on the effects of implementing a replacement to the existing tax on fuel with a per mile driven tax. This is necessary because Tesla and other electric car owners are getting a free ride and are not contributing their fair share.
The second link below is a site set up by the state DOT where you can plug in how many miles you drive a month and your car's MPG, and it will show you how much you will pay under various plans compared to how much you currently pay at the pump.
For example, Terry and Monty live next door to each other and their offices are in the same building 25 miles away. They are typical californians, so of course they don't carpool, so they each drive on average 1,200 miles a month including weekends and errands.- Terry drives a 2026 Tesla Model S
- Monty drives a 2020 Ford Mustang Manual 6 speed 8 cylinder 5.0 liter
Under current gas tax, Terry pays nothing to support the roads and Monty pays $40.80/month in gas taxes.
If a Road Charge were implemented at the following rates, they would each pay the amount shown. - $.02/mile = $24/month
- $.03/mile = $36/month
- $.04/mile = $48/month
So, if you drive an electric car and currently pay nothing, you will have to start paying the same as everyone else. If you are like Monty and drive a gas guzzler, depending on the approved rate, your payment to support the roads will actually go down.

I have a business and when you combine that additional tax for all the vehicles and miles driven 8n a year it adds up! Unfortunately it just forces me to raise my rates on my customers.
Originally this tax was supposed to be on electric cars since they don’t contribute to the gas taxes but by making everyone pay it, pushes more people towards electric cars. Your a fool it you don’t think this was intentional!

Since nobody else wants to answer OP's question about who came up with this plan, I did the leg work for you. In 2014 (12 years ago!) the California State Legislature passed SB 1077, written by Republican state senator Mark DeSaulnier from Contra Costa County. This legislated conducting a road charge pilot study system that would collect revenues based on miles traveled.
So, blame the Republicans, you idiots.
But wait, the bill was co-authored by Bonnie Lowenthal from Long Beach who was both a divorced woman and a Democrat. And it was signed by then governor Jerry Brown who is bald, does yoga and used to bang Linda Ronstadt. .
So, in addition to all Republicans, we can also blame all Democrats, Women who can't keep a husband, and follicly challenged people involved with both eastern meditation exercises and 11 time Grammy winners for this crazy idea to solve a problem everyone who pays attention knew was coming. - Should we increase the gas tax yet again to compensate for all the electric cars that are using the roads but not buying gas?
- Should we increase the annual registration fee on just electric and hybrid cars?
- Or, hear me out, maybe look into replacing the gas tax with a per mile driven tax that is equal among all drivers?
Here is the first section of the bill. The full text is at the link below.SECTION 1. The Legislature finds and declares all of the
following:
(a) An efficient transportation system is critical for California's
economy and quality of life.
(b ) The revenues currently available for highways and local roads
are inadequate to preserve and maintain existing infrastructure and
to provide funds for improvements that would reduce congestion and
improve service.
(c) The gas tax is an ineffective mechanism for meeting California's
long-term revenue needs because it will steadily generate less
revenue as cars become more fuel efficient and alternative sources of
fuel are identified. By 2030, as much as half of the revenue that
could have been collected will be lost to fuel efficiency.
Additionally, bundling fees for roads and highways into the gas tax
makes it difficult for users to understand the amount they are paying
for roads and highways.
(d) Other states have begun to explore the potential for a road
usage charge to replace traditional gas taxes, including the State of
Oregon, which established the first permanent road user charge
program in the nation.
(e) Road usage charging is a policy whereby motorists pay for the
use of the roadway network based on the distance they travel. Drivers
pay the same rate per mile driven, regardless of what part of the
roadway network they use.
(f) A road usage charge program has the potential to distribute
the gas tax burden across all vehicles regardless of fuel source and
to minimize the impact of the current regressive gas tax structure.
(g) Experience to date in other states across the nation
demonstrates that mileage-based charges can be implemented in a way
that ensures data security and maximum privacy protection for
drivers.
(h) It is therefore important that the state begin to explore
alternative revenue sources that may be implemented in lieu of the
antiquated gas tax structure now in place.
(i) Any exploration of alternative revenue sources shall take
privacy implications into account, especially with regard to location
data. Travel locations or patterns shall not be reported, and legal
and technical safeguards shall protect personal information.

As part of the mileage verification, what if I drive to Phoenix or Vegas often (maybe I have a property there). Does California charge me tax for driving on Arizona or Nevada roads? Or if I take a cross country trip…that’s 5000ish miles, most of which is not in California.
