Just buy a phone and SIM for cash (ebay, store in Westminster, etc).
Recharge in cash, or prepay.

Never share your PIN, even with LE; you conveniently forgot it.
They could threaten a warrant or subpoena, but "you forgot it".

But seriously, unless you're involved in something RICO-worthy, they aren't gonna make a big deal out of it. If you ARE doing something like that, you should be rotating phones acquired from straw buyers anyway. Cost of doing business.

They can still establish probable cause with signals intelligence, which further begs for rotating phones. Look at Harris Stingray.
