^There is a new handle on board with a similar name 'AppleBottom', but the pictures don't look the same.
The original 'Applebottom69' had very distinctive dimples.

It is rather confusing why they (whoever is at the helm) resurect blogs outta nowhere, I've seen it frequently.

I think OP is talking about the thread linked below. This was a discussion last January about Applebottom69 who's profile was removed for privacy reasons after her tragic passing.
There is also a new profile named Applebottom who likely has no idea there was another lady here with similar name and a bunch of blogs about. Because people rarely type out full handles, when you do a "blogs about" search on AppleBottom there are bound to be some hits on blogs that were originally about Applebottom69.
There is nobody in the background choosing which blogs go into the Hot Blogs list. That list is generated based on algorithmic programming that probably takes a bunch of things into consideration. At any given time, there are bound to be at least a couple of old blogs that already maxed out on comments a long time ago. The list is constantly updated, at least a few times an hour, just like the Hot Profiles list.
