Sometimes folks who don't support the site run out of mail privileges and are too cheap to buy more. So they send out a bunch of flirts hoping a lady doesn't mind that they are cheap and sends him a PM with her number.

Flirts can also be used to actually playfully flirt with a friend just to get a chuckle or two.
You get an alert when someone flirts with you, and you can check their mail status by pressing the Unlock Mail For phrase to see if they are flirting just to get your attention or because they don't have mail privileges and are soliciting a pm from you for your information.
If they are just getting your attention you might want to peruse your current pms to see if that person had pmd you and was waiting for a reply.
But it also can be fun flirting back and forth with no real objective other than mutual entertainment.
