To answer your question, I compare it to being on a knife’s edge. Until you are solidly on the other side; you will bounce back and forth. That is because the network system is looking at and comparing everyone. So when you were a 1 and then dropped to 0, someone got a stronger network and knocked you down. You just need to see additional people.
I’m sure someone said it but just don’t look at folks overall rating. The compliance score is how impactful their overall Level is. It is possible to be Level 5 overall with a 0 compliance. Those folks will barely if at all impact your rating.
