I'm not sure the context of what you are talking about, but "Civilian" is usually used to refer to people who do not work as a government employee/agent. This could be anything from the military, state department, IRS, Justice Department, ICE, etc. It could also be other federal, state, county, or city departments, agencies, bureaus, etc.
Sometimes police departments use "civilian" when referring to someone who is neither an officer, elected official, nor a suspect/convict. In that context, a civilian is just an innocent bystander, witness, or victim of a crime. There is an implication that the civilian is a taxpaying citizen, but not necessarily. It could be a tourist, someone in the process of becoming a citizen, a guest worker, foreign student, etc.

In the context of HX, a civilian describes a person not involved in the trade or business or has no knowledge you are involved, per se, an innocent bystander. In government terms, civilians are the general public.

My 2 cents (as follows)
After reading the word civilian, I immediately thought of the root word, civil. This word, as almost half of the English words, traces its roots to the Latin language. The ian in civilian means nothing, other than it indicate that civilian came into existence as it relates to civil. This begs the question, what does civil mean today in our society? Answer this and you will have the answer to the OG poster question.
In researching this, I learned that in medieval times the word civil was used to describe a lawyer of civil law, then the word evolved to its meaning today, which has nothing to do with the title, lawyer.

Like people who dont do what we do are civilians. Why is that so?

Civilian could also be seen in terms of if they are professionals in a field.
A group of lawyers might say we have to handle this issue we cant leave it up to Joe, hes just a civilian.
So the girls we see here are professionals, and we if we have a date in the real world that date is with a civilian.
