I have not been to Dubai but I have been to Saudi and Qatar. My advice would be to not engage in any sexual activities in that country. You do not know the laws and running afoul of the local customs can end up very badly. Your family is expected to feed you while you are in prison. Your consulate will not get a notification that you are in jail. You do not get one phone call. I could go on but hopefully you get the idea.

I am with @hornytoad, you should not push your luck in Dubai and a lot of those Muslim Majority countries. You can go to jail for kissing in public. They also just de-criminalized premarital sex.

My experience in Dubai was in Jebel Ali in the early 2000’s. I was a 20 something sailor in the navy. Russian Whores were quite abundant at all the bars that foreigners frequented. They had a lot of American like restaurant/bar chains like TGIF and Applebees and such that were flooded with ladies of the night. It was not hidden at all. Parts of Dubai have very high concentration of foreign workers and culture. No matter what you’ve heard, getting a drink or getting some tail was not difficult at all.

Two tiers over there. Eastern European and Russian ladies that cater to Westerners and African and SÉ Asian ladies that cater to the foreign laborers.
You’re more likely to run into the former who are used to men with enough money to be over there. It’s not cheap.
Gotta be honest, when I travel paying for companionship is not high on my list, too many other things to enjoy.  .

Be careful ...be very smart but there is fun to be had. There was a massage / escort site kinda sorta named massage + republic 'sh ? But as others have said - the law over there works much different.

There are also higher end restaurants and bars that you'll find amazing , beautiful ladies hanging out at the bar lounge by themselves *wink wink (buddha-bar). Just ask locals or bar patrons.

You should go there for the culture, food and scenery. Lots of new construction taking place.
Public displays of affection should be minimal; holding hands is acceptable but kissing and hugging in the public is not.
One of the most important rules to remember for tourists: drinking or being under the influence of alcohol in public is illegal anywhere in the UAE, even if you are over 21. Specifically in the city of Sharjah, north of Dubai, where drinking or possessing alcohol is illegal.

Wasn�t on vacation, I was on deployment and it was the first port stop in like 65 days. Do you know what 20 something sailors do when the hit a port after being cooped up on a ship for far too long? Whatever the fuck they want. We wanted to drink, many of these western style bars turn into clubs at night and they let us American spin our own music all night� and whores.
These aren�t American restaurant chains. They are Western style restaurant/bar establishments. I only mentioned TGiF because one of the places we frequented was called Thursdays.

I was there right before the COVID lockdown for a wedding. If I remember correctly, I just used Tinder. Lots of IG models/influencers go there to make money.
Unlike Saudi Arabia, Dubai isn’t conservative at all. The whole point of the city is that everything is for sale. I would be more careful in Abu Dhabi.
