More than likely she is either ignoring you because you have no real network. She may also just be busy, does she have a current ad up? She can block you (block your PM's), but that is probably unlikely unless you offended her in some way.

There are ladies that don’t see guys with no network she may be one of them .
And I u built a better network it gets easier for you to meet ladies

Just from my point of view she may not be responding because you only have one rating from the beginning of last year. For me it's also not by someone who I know so I would be more hesitant and probably send a message asking for you to come back once you have a more established network.
