Yeah, i point out $18 million down the shitter because someone did not plan for wind.if this was your house/home protection, you would want the contractor fired for incompetence and your money back.
Comparing this to other government systems that loose money misses the point. Those programs loose money for complex reasons.
This is a simple case of “too stupid to know how to build shit, and too stupid to have apporove it”.
