click >Network>Ratings I've issued>Safety
(or the link below)
the few people at the very top of the list are automatically in the "highly safe" category
you can drag/rearrange them on this screen

Go to ratings Ive issued
click on Safety,, you will see a green slider
click on your person of interest and drag it up to the top
click SAVE
It may only be available to do this on a laptop or desktop

You can only make " Very Safe " about 10% of network.
And as mentioned, your phone cannot help you, as you need a mouse (Laptop / Desktop)
Steps to take :
Click on Network Icon
Tab : Ratings I've Issued / Issue Ratings
Click on Safety
Go to the lime green with pink sponge next to the handle that you want to designate as VERY SAFE , take your mouse and click and hold on the sponge and drag it up to the top of your total network.
You can later organize them in the order of your choosing, but remember that you only get 10% of your network to designate as VERY SAFE = you will show up in their left hand column of their network.
