I had this happen so many times to me and most of the time the dudes are looking for ratings and girls that dont pay attention, just rate guys back. I check my pms or text messages and see we never spoke before then I proceed to message them asking "Why are you rating me, if we never met?", and usually no response and they take it down because they got caught lol.

That's odd.
Or could it be that your stunning self, so well documented in the specular visuals collections of digital photography. Caused such a deep built up of burning aching fervor . That he walked briskly, through the corridor of his home. Quickly grabbing the 3-ply tissues, in a box decorated with a watercolor assortment of 5 palm fronds repeated through out and on the pressed thin cardboard box. This 3-ply tissue box is really quite lovely decorative touch for any room. Also taking, with him the Jergens Ultra Healing lotion, believing in the "Ultra Healing" as ultra growth and with his laptop. Juggling the 3 items while is pants became uncomfortably tight. Briskly to the guest bedroom now converted into his telecommute office. Double checking the little pinch turn on the door nob was turned locked. Giving the door a double pull to check if his privacy was secured. Closing the Venetian Blinds. And after all that, of some10 minutes of spastic rhythmic heavy breathing with extreme focus. Complete relief, dread and shame all over whelms him at once. He's struggles to unlock the door, needing more 3-ply tissue to remove the built up abundant lotion on his now extremely smooth hands. Just to be able to grip the little pinch metal door knob lock to exit. The struggle just makes him feel even more ashamed.
He slowly peers through the slightly open door, checking to see if he'll be safe and not seen and runs to the nearest bathroom.
It's 12:48pm on a Thursday.
Now cleaned up, He still feels so guilty walking back to the guest bedroom now converted into his telecommute office. He gathers the 3-ply tissue box decorated with the 5 assortment of palm fronds, the Jergens Ultra Healing lotion and his laptop left open in haste to leave. He see's your album again and out of such guilt he rates you.
It's all pure speculation of course. I've never experience such a scenario. Recently anyways.

No need to vote at this time. Says he is a returning user and has seen everyone he’s networked from his old account(s). Just trying to get reestablished.

Anyone who returns with a new account should pm those whom he may have seen and explain that he is returning and give his old account name and possibly describe their previous encounter, then ask if they would be willing to exchange ratings to help him add a little credibility to his new account.
If they say they'd rather not or see him again before adding him, he should honor their decision and go from there.
I don't see anything wrong with asking, and at times when a girl I'd known well had returned, I would offer to add her to my network to help with her new account.
I would inform anyone asking about her that it was a rerate based on our previous experiences, so they wouldn't think I was endorsing her from recent experience.
And most of the time I would see them again and of course it would be another fun time!
