It's hitting the Central Coast around 4am with up 1/2 inch an hour, already issuing flash flood warnings.

I would have called animal control on the abuser.
You may have saved this pup, but they will do it again.
Abuse of animals should be punishable by stoning.

You’ll be totally fine in Garden Grove, you’re not in a flash flood zone, more like a "my street's a temporary lake" zone. It’s more about puddles that overstay their welcome than anything dramatic. Honestly, your outdoor plants might suffer from overhydration more than you will.
Garden Grove, like Huntington Beach, is super low and close to sea level, so yeah, things can get soggy during big storms. But for context: the last *real* flood was way back in 1983/84, we were literally jetskiing from our house on the bay to The Wedge. It was wild... but also kind of awesome. Not the norm, though!
So breathe easy.

Be safe. Don’t drive through floodwaters unless you’re certain they are shallow. A lot of people screw up by driving through water that is a lot deeper than they think it is and need to be rescued.
If I remember correctly six inches of flowing water can knock an adult off their feet and twelve inches can sweep a car away.

On the dog, good for you in picking up an abused dog:
HOWEVER
Did you take pictures of it's state when you rescued it?
Have you taken it to a Vet (or a fire station, animal shelter etc) to see if it's chipped?
Its FREE
What might happen if the owner comes looking & presses charges for theft?
if it comes down to it, it might be a your word against theirs.
If no pictures, take it to see if it's chipped to avoid potential issues.
