His zero inbound ratings and the 6 or 7 outbound ratings that he's done,
seems like he's " Phishing " for a network.

If you rate 5 people, and only one person gives you a rating,.the ratio in the number of ratings is 1:5... At some predetermined number (imbalance), the system will prevent you from rating others until you get more ratings or remove some you already made.

The system does not work. All that happens is they get new accounts. And they will not change it because they make more money. Other sites laugh at this place saying a bunch of old ladies control what goes on.

Alessecretplace has not rated charlie 99.
Charlie 99 rated Alessecretplace but it was green in Safety and Karma so he is not hurting her.
So I do not understand the original question since there is no red issued.

Since you state that you have not seen him, you cannot rate him since you know nothing about him. He has not done anything to you. You can post the blog to point out he is rating you without any contact to let the community know.

If Alessecretplace pm'd him and asked him to remove her from his network, but he hasn't, she has had interaction with him and could very rightfully rate him.
Actually the system doesn't require any interaction between individuals. A good example of that is when a member is accused of doing something many feel is abhorrent, and members who have never interacted with the individual will rate them red for said actions.
If you rate someone using the two minute rating and answer the questions honestly the community will see the result of his/her interaction with you.
Then the other person knows his/her interactions have consequences and maybe do the right thing.
Or give a retaliatory rating...
