i think it only matters if you DO plan to make the meeting
let the person know if you're going to try, and a rough estimate of the time or situation
if you're not interested at all(now or in the future), it matters a little less.
its always nice to know if you're not going to make it, but phrasing it wrong and you might make someone upset.
