The streets at that time can be hectic for sure.
When there used to be actual cab drivers and not Lyft/Uber drivers, I had a cabbie tell me that 'after 3am it's only cops and robbers driving around out there.'

It depends on what part of la you are talking about at 2 am
If it's Brentwood, probably pretty safe, likely more cop cars patrolling than pedestrians
If you are talking zip code 90058, probably deserted, but scary

If you're on the freeway keep your head on a swivel - That early in the morning is when the celebs take their McLarens, Ferrari's and lambos out and race each other.
Last time I was on the 210 at 3am had 2 ferrari's and a lambo scream by me racing each other.
Course that was a few years back so not sure if they still do that but in case they still do ...
