The usename, type in whatever you want, but for the password, just for fun, try "123". When in the world, the other computer who is trying to get cheats, should first type in "enablecheats 123" in the console. Then type in "cheat fly" and that's worked for me.

Already answered in the OTHER thread you posted in. You need to add the forceallowcaveflyers setting, but as a server argument. The ingame checkbox on the settings page doesn't work, and adding it to the .ini files will not work. Right click ark in your game listing. Click on properties on the pop-up menu.
